I've seen this message a few times since I started using Rationale—not that long ago. I'm just curious about what changes are made in these updated versions. Is there a page somewhere that explains what's happened?

In that case, why do I see message in my browsers that a new version of Rationale is available? The dialogue asks me if I want to load it.

This has never caused a problem. I am, as I said, merely curious.

there is nothing wrong with being a little bit curious. ;)

The update message is shown every time we have made changes to the editor, even for very small changes/bug fixes. Due to the fact that these files are stored locally on you computer to support offline use of the editor, see this blog post. You will also get this message when you have changed your language setting, by using the language combobox at the bottom of the screen.
